All social groups of Russians must master digital literacy at least at a basic level. This task is outlined in a document approved by the Russian government, which TASS has reviewed.

Digital literacy is understood as a set of competencies that help to safely and effectively use digital tools and technologies, as well as resources on the Internet. Two levels of digital literacy are identified - basic and advanced.
The first is fundamental computer and software skills, the ability to search, critically evaluate, apply, and disseminate data from various sources.
The second is knowledge and observance of security measures in the digital environment (including protection of personal information), online communication with observance of network etiquette, the ability to analyze, critically perceive and create media content, recognize manipulation and fakes.
At the same time, one of the principles of the Russian state policy in this area is named "the formation of a basic level of digital literacy for all categories of citizens", including through equal access to educational and enlightenment resources.
It is noted that digital threats are constantly encountered at the everyday level, at the state level, and in the business environment. They cause financial, moral, psychological, and reputational damage, undermining trust in services and institutions. Given this, the authorities consider it necessary to increase the digital literacy of Russians.
