From October 15, the 'Big Four' operators may start blocking calls from the largest Russian banks that have not signed agreements for call labeling. This was reported by Kommersant, citing a letter from the head of the Ministry of Digital Development, Maksut Shadayev, to the Chairman of the Central Bank, Elvira Nabiullina, requesting her to influence the banks. Operators warned that they would block calls from Alfa-Bank, VTB, GPB, Renaissance Credit, Sberbank, Sovcombank, and T-Bank.

Currently, over 90% of companies in the banking market and almost 100% of others have already signed labeling agreements. The largest banks either evade labeling or have signed but do not comply. Operators believe that this undermines the effectiveness of the mechanism and generates public dissatisfaction.
Large banks account for 95% of banking spam. Call statistics for one month in one operator's network: Alfa-Bank - 43 million, Sovcombank - 22.7 million, VTB - 9 million, T-Bank - 6 million, Sberbank - 5.7 million. Labeling costs an average of 30 kopecks per call attempt. According to market participants, this costs a large bank up to 1 billion rubles per year, and the entire market up to 20 billion.
Sberbank believes that the procedure for transmitting information about the call initiator should concern only the telecom operator, not the callers. The head of the National Council of Financial Market estimates banks' expenses at 3.5 billion rubles per year and speaks of a contradiction between the government decree and the law. Blocking bank calls will primarily affect clients: they will stop receiving warnings about suspicious transactions.
