The Ministry of Industry and Trade fined JSC NTC "Modul" 91.66 million rubles for violating the deadlines for experimental design work on the creation of radiation-hardened low-noise operational amplifiers for space applications. This was reported by CNews, citing the department's claim published on the public procurement portal.

The state contract was concluded on December 2, 2016. The price was 126.7 million rubles. The fourth stage of work, which included preliminary tests and acceptance of the R&D, was supposed to be completed by June 30, 2019. In fact, the acceptance certificate was signed on September 4, 2020. The delay was 432 days.

What was being developed

The goal of the work was to create three types of microcircuits – domestic analogues of American Analog Devices products: a wideband high-speed operational amplifier with current feedback (analogue of AD8001), a low-power wideband amplifier with voltage feedback (analogues of AD8038, AD8039, LT1812), and a wideband high-speed amplifier with voltage feedback (analogues of AD8048, AD9632). There were no direct domestic analogues at the time of the contract.

The microcircuits were supposed to operate at temperatures from minus 60 to plus 125 °C, withstand static electricity with a potential of at least 2000 V, have a gamma-percentage operating time to failure of at least 132 thousand hours, and a shelf life of at least 25 years.

Series of fines

This is not the first fine from the Ministry of Industry and Trade against the enterprise. In December 2025, NTC "Modul" was fined 53.4 million rubles for delaying the development of serial production of a processor for on-board computing systems of new generation spacecraft with artificial intelligence elements. The delay was 719 days. The company then stated that the complexity of the implemented technologies and the lack of key materials in Russia led to a disruption of the work schedule, despite the timely readiness of the crystals.

As previously reported by "Perviy Tekhnicheskiy", in August 2026, the Ministry of Industry and Trade fined NTC "Modul" 290.1 million rubles for delaying the development of a radiation-hardened processor that was supposed to replace American PowerPC family chips (E2V PC7448). The work was completed with a delay of 288 days. The total amount of three known fines against NTC "Modul" from the Ministry of Industry and Trade is 435.16 million rubles.
