Moscow has banned taxi touts from offering services at airports, train stations, and bus terminals – the order came into force in September. The Moscow Department of Transport supported the initiative of the Moscow City Duma, said Deputy Mayor Maksim Liksutov.

Amendments to the Moscow Code of Administrative Offenses will be introduced shortly: the department believes that the new rules will improve service quality and passenger safety, and eliminate deception and fraud. Such a ban is already in effect in the Moscow region, St. Petersburg, Krasnodar Krai, and other regions. At the "Taxi" forum (MEFT-2026), Deputy Head of the Department of Transport Vladimir Makarov spoke about a possible restriction on the work of touts at Moscow train stations and Vnukovo Airport.

In an interview with Business FM, professional drivers were divided in their assessments. One called the decision illegal: a licensed taxi with a roadworthy vehicle and travel documents will not be able to operate if the income bypasses the aggregator.

Another driver supported the ban, recalling the deception of foreigners during the World Cup.

Oleg Amosov, chairman of the "Taxi Forum" movement, is confident that the decision is lobbied by Yandex, which accounts for over 90% of orders in Moscow. According to Aleksey Smirnov, founder of InnovaTransport, touts accounted for less than 1% of trips.
