The Voronezh Region has offered investors the opportunity to establish high-tech production of components for railway rolling stock. The project is designed for three years and is aimed at supplying enterprises engaged in locomotive and car building, as well as the overhaul market.

The potential product line may include bogies for freight and passenger cars, traction electric motors for locomotives and electric trains, control and diagnostic systems, braking equipment, and spare parts for major repairs. By 2030, the market volume for rail rolling stock could exceed 7 trillion rubles, and with components and services, it could reach 10 trillion.
In 2025, Russian Railways planned to acquire about 400 locomotives and 239 motor-car rolling stock units for 257.2 billion rubles. The investment program for 2026 includes 161.7 billion rubles, up to 400 locomotives, and up to 190 passenger cars. In 2026–2030, Russian Railways may need about 2.7 thousand locomotives, and by 2031, about 4 thousand units of traction rolling stock will be decommissioned from the railway network.
The region hosts branches of "Vagonremmash" and "Zheldorremmash", "Voronezhstalmost", and more than 15 universities. An investor can receive exemption from property tax for up to five years with the status of a particularly significant project and compensation for part of the costs of increasing capacity.
