Sergey Stepanov, an engineer from Saratov, has developed a design for an unusual hybrid engine with rotating weights, which is supposed to maintain thrust even during the mechanism's braking. An electric motor rotates them synchronously in opposite directions, with the speed changing depending on the position of the levers.

Stepanov proposed adding a second thrust source to the mechanism — a high-speed electric motor with a multi-bladed air propeller placed inside an impeller. It should constantly create thrust in a given direction and compensate for the negative component from the rotating weights.
As a result, the total thrust remains positive throughout the entire operating cycle. The main load is borne by the mechanism with weights, while the impeller acts as a compensator. The patent provides a guideline for the power ratio of the subsystems up to 5:1 in favor of the mechanism with weights.

The platform received four wheels, but they serve only as supports: there is no need to make them driving. A computer unit should control the two electric motors, receiving data from the lever position sensors.
Editor's note: from the perspective of even basic physics, such a system in a closed loop is incapable of generating constant net thrust due to the law of conservation of momentum.
The use of an air impeller as a “compensator” only confirms this vulnerability. In fact, it is the propeller, pushing off the air, that will perform all the useful work of moving the platform forward.
