The US has extended permission to import certain categories of Russian-origin diamonds processed outside Russia until September 1, 2027. This follows from General License No. 104B of the US Department of the Treasury's Office of Foreign Assets Control (OFAC), published on August 26.

Non-industrial diamonds weighing one carat or more that were physically outside Russia before March 1, 2024, and stones of 0.5 carats or more that were outside the country before September 1, 2024, are permitted. Direct import of diamonds from Russia and transactions with individuals on sanctions lists remain prohibited.

The license replaces the previous version 104A from August 2025. Restrictions on the import of Russian diamonds into the US have been in effect since 2022, and in 2024, they were extended to stones cut in third countries. The new permit effectively allows American companies to complete transactions with stones that were already in circulation before the tightening of rules.
