Starting September 1, 2026, Rosfinmonitoring will gain direct access to information about payments made through SBP, Mir cards, and the universal payment QR code. The new rules are enshrined in Federal Law No. 461-FZ.

The National Payment Card System (NSPC) will be responsible for transmitting the data. NSPC is obliged to provide the agency with available information about transactions free of charge — through a personal account or an interdepartmental electronic interaction system.

At the same time, NSPC will be prohibited from informing clients about the fact of data transfer to Rosfinmonitoring. The exact details of what information will be requested, in what volume, and with what frequency will be determined by a separate agreement between the agency and NSPC, in coordination with the Bank of Russia.

Rosfinmonitoring previously explained that direct data exchange should speed up checks and help identify operations related to money laundering and terrorist financing more quickly.
