Putin allowed Rosfinmonitoring to receive information about transfers via SBP

The agency will counter money laundering and terrorist financing

President of Russia Vladimir Putin signed a law allowing Rosfinmonitoring to directly receive data on transfers from the Mir card operator and the Faster Payments System (SBP). The decision was a response to requests from banks suffering from a high load. The new law will come into force on September 1, 2026. Currently, data is requested directly from banks, which creates additional difficulties for financial institutions.

The amendments update Law No. 115-FZ, which concerns countering the legalization (laundering) of criminal proceeds and the financing of terrorism. Now Rosfinmonitoring will be able to receive information free of charge from the National Payment Card System (NSPK) and operators of services for the transfer of a universal payment code. The procedure for exchanging information will be agreed with the Central Bank of Russia. Direct interaction with the NSPK will speed up the identification of complex cash-out schemes.

In 2024, Rosfinmonitoring proposed including the NSPK in anti-money laundering regulation to request transaction data. Banks raised the issue of the need to simplify the information exchange process, since the existing system requires significant costs and time to process requests.
