Russian companies can use Hainan as a platform to enter the Chinese market. This was stated by Wu Qingji, General Manager of the industrial division of Fullsing Technopark in Haikou. The province is interested in new projects from Russia, especially in energy, raw material processing, agribusiness, and technology.

One option is to bring Russian raw materials to Hainan, process them on the island, and then sell them in mainland China or Southeast Asian countries. According to Wu Qingji, after processing, the added value of products can increase by approximately 30%, and further deliveries can in some cases be made without customs duties.

After processing in Hainan, products can also be sold to Southeast Asian countries without customs duties, which significantly reduces costs.

Separately, Hainan sees potential in Russian drone technologies. Companies can establish research and development there, and then sell ready-made solutions in the Chinese market and Southeast Asian countries.

Another area is services for Russian tourists. In 2025, Russians made 505.3 thousand trips to Hainan — 120.3% more than the previous year. The free trade port regime with expanded zero tariffs and simplified business conditions creates additional interest in the island.
