By 2030, the demand for electric buses could exceed 10,000 vehicles. This volume is included in the draft program for the development of urban electric transport, which is being developed with the participation of the Ministry of Industry and Trade. The department is confident that Russian industry will be able to fulfill such an order. The head of the Ministry of Industry and Trade, Anton Alikhanov, revealed the details.

Today, public transport manufacturers have a significant reserve of capacity. According to the minister, the capabilities of enterprises in key areas are two to three or more times higher than the current volume of orders.

It is the program for the development of urban electric transport until 2030 that should become a new benchmark for loading factories. It provides for the development of trolleybuses, trams, and electric buses.

However, the growth in the number of electric buses will require not only the production of the vehicles themselves. In parallel, it will be necessary to expand the charging infrastructure, service capacities, and the transport operation system. This work, as Alikhanov noted, is already underway as part of the national project on new energy.

KAMAZ remains the main manufacturer of electric buses in Russia. Such vehicles are also produced by the GAZ Group and Volgabus.

Moscow has already become the largest customer of electric buses. The capital's fleet already has more than 3,100 electric buses, of which about 2,500 are produced by KAMAZ enterprises. Electric buses have been purchased in the city since 2018.

According to KAMAZ's consolidated IFRS statements, deliveries of buses, electric buses, trailers, and concrete mixers in 2025 accounted for 10% of the group's revenue – 37.7 billion rubles. A year earlier, this figure was 15% of revenue – 55.2 billion rubles.

At the same time, by the end of 2025, KAMAZ's net loss amounted to 43 billion rubles amid growing debt burden.

Russia will continue to update conventional buses as well

In addition to the development of electric transport, the state plans to ensure annual deliveries of at least 5,500 buses with traditional fuels until 2030.

The head of the Ministry of Industry and Trade, Anton Alikhanov, recalled that issues of transport renewal in Russian regions and mechanisms for its financing were discussed at a meeting of the State Council presidium on the development of public transport, which took place in Ulan-Ude under the chairmanship of Russian President Vladimir Putin.

The allocation of protected items in the road fund is being considered as a source of funding for purchases. In addition, the Ministry of Industry and Trade is allocating 15 billion rubles for these purposes this year from funds from the recycling fee.

Alikhanov noted that the development of the transport system and related industries requires a unified position. The Ministry of Industry and Trade will form it jointly with the Ministry of Finance.
