Starting September 1, individuals, individual entrepreneurs, and companies will be able to conduct foreign economic operations with cryptocurrency. This was announced by Alexey Korolenko, Executive Director of the crypto broker Cifra Markets. The main restriction remains: it will still be impossible to pay for goods and services with cryptocurrency within Russia.

This can be done by individuals, individual entrepreneurs, and legal entities. But within the Russian Federation, no payments will be allowed as before. That is, everything concerns foreign economic activity.
Cryptocurrency can be transferred, among other things, to one's own foreign wallets or to foreign sellers to pay for goods and services. Operations will be controlled by banks: if the purpose of the payment does not comply with legal requirements, it can be rejected.
Separate rules will be introduced for unqualified investors. They will be allowed to buy only the most liquid cryptocurrencies — currently Bitcoin, Ethereum, and Tether USDT are being discussed — after passing a test. The Central Bank proposes to set a limit of 300,000 rubles per year for each intermediary: broker, crypto exchanger, or manager. However, this restriction does not apply to cryptocurrency transfers abroad — here, the capabilities of qualified and unqualified investors will be the same.
Qualified investors are promised broader access, although the Central Bank may restrict certain types of assets, such as anonymous coins. At the same time, the bill explicitly prohibits the exchange of cryptocurrency for securities.
