Starting September 1, Russians will be able to independently impose a ban on participating in gambling. The new mechanism will allow individuals to voluntarily refuse betting and restrict access to gambling services, said Amir Khamitov, Deputy Chairman of the State Duma Committee on Physical Culture and Sports. This tool will help people protect themselves and their family budget from the potential consequences of gambling addiction in advance.
The deputy explained that the self-ban is a transition from a simple system of restrictions to a mechanism that allows a person to manage their own risks. At the same time, the state does not make decisions for citizens but gives them the opportunity to set a limit for themselves.
Such a ban can be issued by analogy with the self-ban on loans. Applications will be allowed to be submitted through any MFC regardless of the place of residence or through the "Gosuslugi" portal.
After the restriction is imposed, bookmakers, betting operators, totalizators, and other gambling organizers will have to block such people's access to bets, transfers, and promotional offers. Information on the procedure for refusing to participate in gambling must also be posted on their websites.
In addition, QR codes leading to the "Gosuslugi" page, where a self-ban can be issued, must be placed inside gambling establishments.
It will not be possible to regain the ability to place bets immediately after the restriction is imposed – the application can only be canceled after 12 months.
The list of people with a self-ban will be maintained by the "Unified Gambling Regulator". However, this list will not be publicly available.
