Russian President Vladimir Putin signed a law simplifying car registration in the DNR, LNR, as well as in the Zaporizhzhia and Kherson regions. The corresponding document has been published on the official legal acts website and has already entered into force.

The Russian government will have the right in 2026 and the following year to establish cases where cars registered in new Russian regions or in Ukraine before December 31, 2025, can be registered without paying customs duties, recycling fees, and state duties.

It is noted that for registration, a diagnostic card and customs documents are not required, nor will it be necessary to undergo technical compliance assessment procedures. The vehicle passport will be provided in paper form.

The new rules apply to cars owned by Russian citizens permanently residing (or previously residing) in the new regions at the time of their accession to Russia, as well as to cars of local legal entities. At the same time, vehicles that have been converted into state property and then transferred to the treasury or state organizations also fall under simplified registration.
