Shopping on marketplaces will become safer. Russian President Vladimir Putin has signed a law on administrative liability for digital platform operators, including marketplaces, delivery services, and classified aggregators. This follows from the document published on the official portal of legal acts.

According to the document, for incomplete verification of product cards, officials face a fine of 30,000–80,000 rubles, legal entities — 50,000–100,000 rubles. The same fines are introduced for deleting or restricting cards. Violations related to price reductions entail a fine of 30,000–80,000 rubles for officials and 100,000–300,000 rubles for legal entities. For companies, unaddressed complaints and disputes are subject to a penalty of up to 500,000 rubles.

Also, the Code of Administrative Offenses will be supplemented with an article on fines for violations in placing goods on digital platforms. Officials face 5,000–30,000 rubles, companies — 30,000–70,000 rubles. Repeated violations entail fines of up to 50,000 and up to 200,000 rubles, respectively. Individual entrepreneurs, self-employed individuals, and foreigners working with platforms will be held liable as officials.

The law will come into force on October 1, 2026, with the exception of certain provisions.

The State Duma adopted the law on administrative liability for digital platform owners on July 22. The bill was prepared by the Russian Ministry of Economic Development. As stated in the explanatory note, the changes are designed to create a system of norms for the platform economy, as well as to guarantee the protection of the interests of buyers and responsible market participants.
