Mobile operators have started blocking mass and automated calls without labeling agreements, Kommersant reports. Companies cite the law and subscriber protection, but fixed-line operators are already complaining about losses and non-transparent rules.
Mandatory labeling of calls from legal entities has been in effect since September 1, 2025. For the "Big Four" operators, it costs an average of about 30 kopecks for each attempt, even if the person does not answer. The total business expenses for the new system were previously estimated at more than 20 billion rubles.
MegaFon reported that since the beginning of the year, the number of calls with signs of mass calling from fixed networks has increased by 155%. VimpelCom stated that they had warned corporate clients in advance, and in T2, 99.9% of companies engaged in call campaigns have signed agreements. The traffic of the most active spammers there is redirected to a voice assistant.
For gray telespam, the new rules become a stop signal: at a price of 30–50 kopecks per attempt, cheap calling loses its meaning. But representatives of fixed-line operators claim that some calls are not just dropped but go to an answering machine with a connection status – as a result, the sender still pays. They also cite the lack of a unified and clear mechanism for transmitting labels between networks as an additional problem.
