Starting from 2027, new smartphones in Russia will be sold with a mandatory set of domestic applications. The government has approved an updated list of programs that will be pre-installed on gadgets from Russia and EAEU countries. The simple "Marusya" is leaving – instead, "Alisa AI" has appeared on the list.

Which Russian applications will be pre-installed on gadgets

The list of mandatory applications for phones and tablets includes programs approved for 2026, except for the "Marusya" voice assistant. Now the list includes "Alisa AI", as well as "Yandex.Browser", "Yandex with Alisa", "Yandex Maps", "2GIS", "Yandex Disk", "Mail.ru Mail", "Max" messenger, "Zen", "VK Video", "VKontakte", "Odnoklassniki", Mir Pay, "Gosuslugi", "MoyOfis", "Kaspersky Lab" antivirus, RuStore, "LitRes" book service, and the "Chestny Znak" application.

Computers will be required to be supplied with "Yandex Browser", "MoyOfis" and "Kaspersky Lab" antivirus. The order comes into force on January 1, 2027.

How it all began

The idea of pre-installing domestic software appeared in 2019. At that time, the State Duma adopted Law No. 425-FZ, which prohibited the sale of technically complex goods in Russia without Russian programs.

The launch dates were postponed twice. The law was supposed to come into effect on July 1, 2020, then on January 1, 2021, and finally came into force on April 1, 2021.

Criteria for selecting Russian software for pre-installation and penalties

The list includes programs used by at least 500 thousand people per year. They can be installed in different ways, for example, downloaded immediately, by placing a shortcut for download, or offered through a dialog box upon first activation.

Selling a device without mandatory applications is punishable: officials face fines of 30-50 thousand rubles, legal entities – 50-200 thousand. Rospotrebnadzor controls compliance.
