The Investigative Committee of Russia (SKR) is participating in the development of a package of draft laws related to crimes involving information and communication technologies (ICT). This was stated by the head of the agency, Alexander Bastrykin.
Work is underway with relevant ministries and agencies to improve legislation to combat deepfake technologies.
According to him, the SKR has also prepared a bill that tightens criminal liability for criminals using ICT, artificial intelligence (AI), VPN services, and proxy servers. It is proposed to enshrine this as an aggravating circumstance for punishment, Bastrykin explained.
This is not about punishment for the formal use of gadgets and social networks, but about a systemic approach. That is, this feature can only be applied to those crimes where ICT and AI act as "the main means of achieving the result", the head of the SKR emphasized.
Over the past 3 years, the Investigative Committee has investigated 36.6 thousand criminal cases in the IT sphere. Of these, 9.5 thousand are related to theft, 6.1 thousand to economic activity, 4.3 thousand to illegal drug trafficking, and more than 2 thousand to fraud. The number of crimes committed with social engineering, malware, and social networks is growing every year, Bastrykin concluded.
