The Russian market for hardware and software complexes (HSC) for data processing grew from 4.1 billion rubles in 2022 to 12.6 billion rubles in 2025, according to a study by ANO "Digital Economy" together with J'son & Partners Consulting and "Quadrant Technologies". However, according to analysts, this growth is largely driven by previously implemented foreign infrastructure.

Support services for outdated foreign HSCs account for 53% of the market volume, while the segment of new implementations is significantly smaller. More than 80% of the installed base of HSCs in Russia still consists of solutions from foreign vendors – mainly Oracle, SAP, Teradata, and IBM platforms.

After the departure of foreign suppliers, full-fledged domestic analogues are only just forming: implementations of Russian HSCs are sporadic, and the number of large-scale projects is limited. The potential for new implementations in 2026 is estimated at 11.3 billion rubles, but the actual volume may only be 6.8–7.3 billion rubles.

The key barriers to replacing foreign complexes are technical risks and a lack of reference implementations. In addition, the concepts of HSC and trusted HSC are enshrined in different regulatory acts and require coordination; the system of national standards has not yet been integrated into the regulatory framework.
