The Ministry of Digital Development has prepared rules according to which phone numbers will be included in the state system "Antifraud". This refers to numbers used by fraudsters, as well as numbers that are subject to attacks. This should help to identify suspicious contacts faster and prevent them from being used in deception schemes.

Numbers from which fake messages are sent, allegedly from the "Gosuslugi" portal, may fall under control. This also refers to numbers used for illegal mass calls.

The Ministry of Digital Development explained that setting up "Antifraud" will allow early detection of dangerous subscriber numbers, faster signaling of risks, and in critical situations, immediate blocking. The main goal is to increase the protection of citizens from phone fraudsters.

At the same time, an important protection mechanism is provided for ordinary users. If a number is mistakenly included in the database, the subscriber will be able to exclude themselves from the list.

The GIS "Antifraud" has been operating since March 2026. This is a state information system for combating cyber fraud, which unites banks, telecom operators, government agencies, and other organizations. Participants in the system automatically exchange data to respond more quickly to suspicious activities.

In June, 12 organizations were already connected to the system: the largest banks, telecom operators, and the "Gosuslugi" portal. They have established an exchange of signals about suspicious transactions.

One of the basic scenarios already concerns phone numbers. If information about the termination of a communication contract is received by the system, such a number is automatically unlinked from important accounts. This is necessary so that an attacker cannot use someone else's number to log in, for example, to banking applications.
