The Civic Chamber proposed introducing a minimum age for accessing social networks. The proposed age limit is 14, based on foreign experience where access is generally restricted from the age of 16. The initiative is aimed at combating online fraud against children.

The Civic Chamber of the Russian Federation acknowledged that such a restriction could cut off a significant portion of minors' contacts with malicious actors, but would not provide a complete guarantee. Teenagers are already widely using VPN services to bypass blocks on messengers and online games, and if they wish to access a social network, this barrier will be overcome.

Previously, a stricter age limit of 16 was voiced, but taking into account the measures already taken by the state, which have reduced the traffic of fraudulent attacks on children, the age has been adjusted downwards.
