Only Domestic: Subsidies for Imported Sprinkler Machines and Pumping Equipment May Be Zeroed Out

The Ministry of Agriculture proposes to cancel subsidies for foreign agricultural machinery for land reclamation

The Ministry of Agriculture intends to cancel subsidies for imported land reclamation equipment. As reported by the "Rosspetsmash" Association, the draft amendments introduce understanding coefficients to the cost of imported equipment when calculating subsidies. Until January 1, 2027, a coefficient of 0.5 will be applied to wide-span and drum sprinkler machines, and after that – 0. For imported pumping equipment and drip irrigation systems, a coefficient of 0.5 will be introduced from 2027, and from 2028, it will be zeroed out. Confirmation of Russian production will be carried out according to Government Decree No. 719.

Domestic manufacturers are already operating in the market, capable of replacing the lost imports. In the segment of wide-span machines, these are "Kuban-S" and "Fregat" from OOO "BuildingStroyGroup" (Tolyatti), "Kazanka" from the Kazan Irrigation Equipment Plant, "Corvette" from the Samara Agricultural Machinery Plant, as well as "Osanna" and LIVADA sprinkler machines in the Saratov region. Drum machines are represented by the IrriVol series with pipe diameters from 90 to 125 mm. Drip irrigation systems are produced under the NEO-DRIP (Lipetsk region) and "Rosinka" (Izhevsk) brands.

The essence of the amendments is the consistent squeezing out of imports from state support. First, subsidization is halved, then it ceases completely. For farmers, this is a signal to switch to domestic equipment, for machine builders – guaranteed demand. If the Ministry of Agriculture brings the initiative to fruition, the market for sprinkler machines, where foreign brands recently occupied two-thirds, will be almost completely import-substituted within three years.
