The revision of the program for the development of civil aviation in Russia does not guarantee the implementation of the stated plans. The key problems of the industry — shortage of personnel, shortage of components and limited funding — have not yet been resolved, Vedomosti said.
One of the main difficulties is the shortage of personnel. Civilian aircraft are assembled at the same enterprises as military equipment, which leads to the redistribution of resources in favor of defense orders. For example, "Yakovlev", where the MC-21 is produced, is historically focused on the production of combat aircraft of the Sukhoi Design Bureau.
The situation is similar with components. The industry has to simultaneously establish import substitution of dozens of systems. As a result, by the end of 2024, about 40 fuselages of aircraft without the necessary parts had accumulated at factories in Irkutsk and Komsomolsk-on-Amur.
Additional pressure is created by funding. According to the Ministry of Industry and Trade, the program will require more than 3 trillion rubles by 2035. These funds will allow the production of about 570 aircraft — while the current plans until 2030 provide for 994 machines.
If the parameters are revised, production volumes may decrease by more than 40%, and the program implementation period may almost double.
Economist Dmitry Tortev noted that another "brake" for the Russian aviation industry was not the lack of technology, but the cycle of "testing – revisions – new certification" that stretched to infinity.
