The Federal Antimonopoly Service stated that it considers advertising on Telegram to be a violation of the law "On Advertising." Both the advertiser and the distributor are responsible. The agency recommends that market participants audit content on all restricted access resources.
The reason was a scan of the FAS decision on the "Loskutova Maria" channel: the agency saw a violation of part 10.7 of article 5 of the Federal Law "On Advertising" in advertising integrations from January 28 and February 20, 2026. The basis is that Roskomnadzor restricted access to Telegram under article 15.3 of the law "On Information," which means that any Telegram channel is a resource with limited access. The FAS press service did not deny the document and confirmed its logic in a comment to Rossiyskaya Gazeta.
The Association of Bloggers and Agencies (ABA) denied information about the introduction of a full-fledged ban. The organization pointed out that there is no official case in the FAS database, and the Roskomnadzor website still features a notification about the owner's right to place advertising when registering channels. "The panic is premature," the ABA said, promising a detailed comment. Lawyers interviewed by RBC disagree with this assessment: the risks are real for the entire chain - bloggers, brands and intermediaries.
ABA is the only blogger SRO in Russia, uniting 56 influencer marketing agencies and about 100 thousand bloggers. Its co-founder Maxim Perlin is a member of the State Duma working group on legislation in the blogosphere.
A precedent has been set: the FAS has for the first time applied the rule on the prohibition of advertising on restricted platforms to a specific Telegram channel. If the practice becomes systemic, the entire influencer marketing market in the messenger will be under threat - its volume is estimated at tens of billions of rubles per year.
