On behalf of the territorial departments of Roskomnadzor, fake letters were sent out on February 26 regarding the ban on the use of VPN services in the workplace. The agency called the mailing a fake and warned the media against spreading unreliable information.

The letters were sent from rsockanc56@mail.ru and were designed as official documents with the details of the electronic signature of an authorized employee. Roskomnadzor explained that all official letters from the agency contain a signature in the .sig format, which can be verified on the Gosuslugi portal, and the mailing itself is carried out only from addresses in the format name@rkn.gov.ru. The scammers' account has been blocked, and emails from it have been marked as spam.

The mailing appeared against the backdrop of active restrictions on VPN services in Russia: as of the end of February 2026, Roskomnadzor blocked access to 469 such services. Since September 2025, a ban on their advertising has also been introduced — fines for legal entities reach 500 thousand rubles. Nevertheless, the audience of a number of VPN services has grown more than 20 times during this time.
