Krasnoyarsk metro completion deadline postponed to 2028: the contract with the general contractor will have to be rewritten

The decision is linked to new work schedules and the bankruptcy of the general contractor Mosproekt-3

The completion date for the first line of the Krasnoyarsk metrotram has been pushed back by another two years, to 2028. This was reported on February 20 by the Center for Transport Logistics, which is acting as the construction customer.

The formal reason for the postponement was the receipt in January of a positive conclusion from Glavgosexpertiza for the main stage of construction of six stations and engineering infrastructure. CTL explained that only now have all the necessary technical solutions for building the first line been found, and new work schedules are being formed on their basis for each site. Clarification of the construction timeline and cost will require adjustment of the contract with the general contractor, JSC Mosproekt-3. This issue is being worked out jointly with the Russian Ministry of Construction.

Negotiations with Mosproekt-3 are taking place against the backdrop of its bankruptcy: the company has been in this procedure since 2023, its loss for 2024 amounted to 2.6 billion rubles, and revenue fell by half. By the end of 2025, subcontractors had begun openly talking about payment delays. The company Krasnoyarskgrafit, which rented out special equipment at the construction site, filed claims against structures of Bamtonnelstroy and Mosproekt-3 itself for a total of nearly 20 million rubles. In December 2025, the subcontractor Angara even announced a suspension of construction, and its drivers staged a strike near the regional government building over equipment downtime and unpaid wages.

Nevertheless, tunneling work continues: five tunnel boring machines are already in operation, and the sixth is to enter the section from Vokzalnaya station. More than 6.7 km of tunnels have been completed, or 9.14 km including existing ones. On Kopylova Street, excavation has begun for the pit of the deepest station on the line.

Even before the official announcement of the postponement, Krasnoyarsk Krai Governor Mikhail Kotyukov, speaking on Vesti, declined to name specific dates. At the same time, he noted that "metro construction may never be finished," meaning the possible expansion of the network as the city grows. Krasnoyarsk Mayor Sergei Vereshchagin was more direct: in his Telegram channel, he wrote that the project would not be completed in 2026. Shortly before the official statement, the inscriptions "opening in 2026" began disappearing from the fences around construction sites.

The first line from Vysotnaya to Shakhterov was originally planned for completion in December 2026, but design work was effectively proceeding in parallel with construction. For Krasnoyarsk, yet another postponement may mean at least two more years without a new type of public transport. For the federal budget financing the project, it may mean a possible increase in the estimate, the size of which has not yet been disclosed after the contract adjustment.
