Half a billion rubles wasted: authorities suspended the budget-costly "Electronic Voucher" project

The state information system was shut down due to inefficiency

Russian authorities decided to suspend the state information system project "Electronic Voucher" (GIS EP), for which 500 million rubles had been allocated. The contract with Rostelecom was not renewed, and the Ministry of Economic Development concluded that the platform only increases the administrative burden on business without providing any tangible benefit.

The Ministry of Economic Development has effectively halted the development of GIS EP, which had been created for state oversight in the tourism sector. The company Natsionalnye turisticheskie tekhnologii (NTT), which had previously operated this system since January 2018, is no longer involved in its maintenance. In December 2025, the contract with Rostelecom expired, after which no new tenders for servicing the system were announced.

At present, the platform's functionality is limited: there is no working personal account for tour operators, data uploads are impossible, and technical support is unavailable.

Aleksei Volkov, President of the National Hospitality Industry Union, said that the shutdown of the "Electronic Voucher" would have almost no impact on tour operators' operations, since collecting data on tourists turned out to be a costly and complicated process.
