Mishustin instructed to introduce responsibility of telecom operators and banks in the fight against fraudsters

The government was instructed to create a unified platform for analyzing digital crimes

Russian Prime Minister Mikhail Mishustin has ordered to strengthen the fight against cyber fraud, including increasing the responsibility of telecom operators, developing strategic documents and creating a unified platform for analyzing digital crimes.

Banks, telecom operators, digital platforms and government agencies will have to intensify data exchange through the state information system (GIS) "Antifraud". In addition, it is planned to tighten measures against "droppers" - intermediaries of fraudsters, as well as introduce joint liability of telecom operators and credit organizations for damage to citizens in case of failure to take countermeasures.

By March 2, 2026, the Ministry of Digital Development, the Ministry of Internal Affairs, the FSB and Roskomnadzor should form a unified platform for collecting and analyzing data on cybercrimes based on the GIS "Antifraud". The Federal Operational Headquarters will coordinate the work, its composition and proposals for creation will be submitted with the participation of the Presidential Administration, the Bank of Russia, the Prosecutor General's Office and the Investigative Committee.

A strategic document on countering offenses using information and communication technologies should be prepared by August 3, 2026. Work on the project is being carried out jointly by the Ministry of Digital Development, the Ministry of Internal Affairs, the FSB, the Ministry of Economic Development, the Ministry of Justice and Roskomnadzor with the participation of the Supreme Court, the Presidential Administration and other federal bodies.
