The government will approve a list of animals subject to marking

A group of State Duma deputies has developed a bill providing for mandatory registration and marking of pets at the expense of their owners. This concerns amendments to the laws «On Responsible Treatment of Animals» and «On Veterinary Medicine».

The government commission has prepared a draft positive opinion on the document, but pointed out the need for its revision. In particular, it is proposed to justify the financial burden on animal owners who will mark them. The current version of the bill does not contain information on the cost of the chipping procedure.

It is assumed that data on marked pets will be stored in the Federal State Information System in the field of veterinary medicine of the Rosselkhoznadzor (FSIS VetIS). However, it needs to be adapted to the new requirements and expand computing power (this will require about 67.5 million rubles).

The government believes that it is necessary to take into account the costs of processing and storing this data, as well as establish a transition period for the phased introduction of new rules. It is proposed to indicate in the bill how to combine regional and federal animal registration databases, and assign supervisory functions to certain departments.

It is expected that the list of pets subject to marking will be approved by the government. The procedure for registration will also be prepared in the Cabinet, fixing various options: collars with a tag, microchips, etc.
