Replaces Import: Ministry of Industry and Trade Launches Production of Domestic Equipment for Chips Worth 7 Billion Rubles

Planned production of wafers up to 300 mm with 180–90 nm technology — all without foreign components

The Ministry of Industry and Trade of the Russian Federation is launching a large-scale import substitution program in microelectronics, allocating almost 7 billion rubles for the development of domestic equipment for chip production. Five tenders have been published on the public procurement portal aimed at creating key technological equipment previously supplied from the USA, Europe, and Japan.

Among the projects are the development of a cluster complex for aluminum metallization (1.99 billion rubles), an automated system for measuring the topological alignment of layers (1.61 billion rubles), vertical diffusion furnaces (1.52 billion rubles), a laser annealing unit for silicon wafers (1.39 billion rubles), and an automatic crystal sorting system (368.6 million rubles). All projects must be completed between 2028 and 2030 and work with wafers up to 300 mm in diameter.

Key requirement — full localization: components and materials must be of Russian origin to eliminate dependence on foreign suppliers.
