The Russian government has selected the Research and Development Institute (NII) Voskhod as the operator of the Unified Registry of Russian Software. The document, signed by Prime Minister Mikhail Mishustin, appeared on the official website of legal acts.
This order comes into force on March 1, 2026.
The registry of Russian software appeared in 2016 on the initiative of the Ministry of Digital Development of the Russian Federation. It was created to support domestic IT developers and promote import substitution.
The decision to include software in the registry is made by the Ministry of Digital Development of the Russian Federation. Currently, it contains more than 28 thousand programs and over 10 thousand rights holders.

The Research Institute has been a partner of the state in the field of information technology since 1972. It develops, implements, and supports automated information systems of federal significance.
NII Voskhod has about 20 state licenses in the field of information protection and security. The organization is subordinate to the Ministry of Digital Development of the Russian Federation.
