New rules for calculating the recycling fee for passenger cars will come into force in Russia on December 1, 2025. The corresponding government decree was published last Saturday, November 1.
Now, the base rate of the recycling fee will be formed based on the type and volume of the engine, and its power will affect the formation of the coefficient on a progressive scale.
At the same time, the coefficients for cars with engines up to 160 horsepower, which are imported by individuals for personal use, will remain unchanged. For them, the preferential rate will be 3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years. According to the Ministry of Industry and Trade, this category accounts for more than 80% of the country's car fleet.
The new rules were originally planned to be launched on November 1. Later, First Deputy Prime Minister Denis Manturov announced that the authorities had moved the deadline by a month. This decision was made in the interests of citizens who could order cars with a capacity of over 160 horsepower after the publication of the draft regulatory legal act, and would face delays in the delivery of the car from other countries. A month's delay will allow current orders to be completed under the old rules.
