The Ministry of Industry and Trade of Russia, on behalf of First Deputy Prime Minister Denis Manturov, is considering the possibility of postponing the entry into force of all provisions of the document on the new rules for calculating the recycling fee for passenger cars.

The department denied media reports that the delay would allegedly only affect those who bought a car before September 12.

Earlier it was reported that the new scheme for calculating the recycling fee will come into effect on November 1, 2025. According to the draft decree, the base rate of the fee will depend on the type and volume of the engine, as well as on its power, for which a progressive coefficient is introduced. For individuals importing cars with a capacity of up to 160 hp for personal use, preferential conditions are maintained.

The reason for discussing the postponement was an appeal from the All-Russian organization "Business Russia". The business community asked for additional time to complete customs procedures and adapt market participants to the new rules. Manturov instructed the Ministry of Industry and Trade to prepare proposals for postponing the deadlines by at least a month.
