First Deputy Prime Minister of the Russian Federation Denis Manturov ordered the study of a postponement of the introduction of new rules for calculating the recycling fee for cars after an appeal from the organization "Business Russia." The postponement will allow car buyers to buy time to complete customs procedures.
Manturov's secretariat reported that the Ministry of Industry and Trade should promptly propose options for postponing the entry into force of the new rules. "Business Russia" had previously raised the issue of postponing the deadlines necessary to complete the registration of cars purchased before November 1.
In September, the Ministry of Industry and Trade prepared a draft decree according to which the base rate of the recycling fee for passenger cars will depend on the type and volume of the engine, as well as its power. At the same time, benefits are provided for individuals who import cars with an engine power of up to 160 hp.
According to initial plans, the new rules should come into force on November 1, 2025. However, many car purchase transactions with a preferential coefficient were concluded after the publication of the project, which led to an increase in queues at the borders and delays in delivery.
Manturov's secretariat noted that delays could also affect those buyers who paid for cars before the announcement of the new rules. Therefore, it is important to consider the possibility of extending the transition period to complete current orders.
