I ask you to instruct to study the current specific situations and provide support to citizens who acquired vehicles before the possible entry into force of changes in legislation [regarding the amount of the recycling fee], but were held hostage by lengthy transportation and customs procedures.
Yaroslav Nilov, State Duma deputy

The politician sent a letter to the head of the Ministry of Industry and Trade, Anton Alikhanov. It concerns cars that were paid for before November 1, but will not be able to arrive in the Russian Federation by this date.

Auto journalist Maxim Kadakov doubts that the authorities will make such a concession for Russians. According to him, someone paid for the car in August, and it is still coming from America.
