The Ministry of Justice of Russia has proposed expanding the capabilities of the Federal Penitentiary Service (FSIN) in supervising those sentenced to forced labor. The draft order of the department indicates that "technical means of supervision and control" can be used against these people.
According to the document, the administration of correctional institutions can put an electronic bracelet on the convicted person and install a "mobile control device" on the phone to track his location. These measures are proposed to be applied only "in order to prevent crimes" against persons who are prone to repeated offenses.
About forced labor
Forced labor under the Criminal Code of Russia is a type of punishment that consists of involving a convicted person in paid work for a period of 2 months to 5 years.
The punishment is served in correctional centers. The convicted person receives payment for his work, while 5-20% of the earnings are recovered in favor of the state. The amount of the withheld amount is determined by the court.
In Russia, from January to September 2024, more than 67 thousand people were sent to forced labor. Of these, more than 8 thousand evaded serving their sentences.
