In Russia, a limit has been in place since the beginning of the year on the number of SIM cards that one person can register - no more than 20. In six months, the number of active SIM cards in the country decreased from 317 million in December 2024 to 302 million at the beginning of August 2025, according to Roskomnadzor.
The restriction was introduced to protect citizens from fraudsters, explained Vyacheslav Volodin, Chairman of the State Duma. In three months, more than 60 million users of the "Gosuslugi" portal checked the mobile numbers registered to them. In 2024, 128 million cases of unreliable subscriber data were identified - three times more than in 2023. Vyacheslav Volodin noted that further reducing the limit on the number of SIM cards per person is being discussed, as many citizens support this measure.

Since April 1, 2025, citizens can set a self-ban on applying for loans through "Gosuslugi", and from September 1, through the MFC. In six months, 13 million people used this opportunity, 35% of whom are over 55 years old. A "cooling period" has also been introduced, which prevents financial transactions if fraud is suspected.
According to Volodin, the measures taken are already showing effectiveness, and security services are becoming increasingly popular. He urged citizens to inform relatives about these protection measures.
