"Alice, let the FSB in!": Yandex fined for failing to comply with the order to provide access to the "Smart Home" system

The company "Yandex" was fined 10 thousand rubles for failing to comply with the order of the Federal Security Service (FSB) to provide round-the-clock remote access to user data of the "Smart Home" system with the voice assistant "Alice". The decision of the magistrate of the judicial district No. 425 of the Khamovniki district of Moscow was made on June 10, and entered into force on 06/27/2025.

According to the court decision, the 12th Center of the FSB of Russia did not receive access from Yandex to the information system of the service in the amount required by the rules. We are talking about providing full control over data, including user IDs, registration data, authorization information, as well as information about changes to linked phones or email.

The requirement was based on paragraph 12 of the Rules for storing and providing information. The fine was imposed under Article 19.5 of the Code of Administrative Offenses of the Russian Federation (failure to comply with a legal order of a state body).

Yandex and Roskomnadzor declined to comment on the situation. Previously, in 2019, the company already had questions from the FSB regarding the provision of keys for decrypting user data of Yandex Mail and Yandex Disk services. Yandex then stated that the implementation of legislation does not require the transfer of such keys.
