The document establishes mechanisms for restoring access to "Gosuslugi" and compensation for damage by telecom operators

The Ministry of Digital Development of Russia has prepared a second package of measures against fraudsters. The documents were posted on the portal of draft regulatory legal acts on August 26, the ministry said.

The new initiatives provide for the legislative consolidation of ways to restore access to an account on the "Gosuslugi" portal in case it is blocked. This can be done through biometrics, a bank application or website, a national messenger and public service centers.

In addition, it is planned to create a unified consent platform on "Gosuslugi", where citizens will be able to control permissions for the processing of personal data.

As part of the package, it is proposed to strengthen the interaction between banks and telecom operators. To do this, an automated data exchange will be introduced through the "Antifraud" system.

A mechanism for compensation of damage is also provided: if the operator did not block fraudulent actions, it is obliged to compensate for the lost funds from the mobile account. In case of inaction of the bank upon receiving a signal about suspicious transactions, the responsibility for returning the money rests with the credit institution.

Among other measures, there is the possibility for subscribers to prohibit incoming calls from foreign numbers. Other international calls will be marked with a special indicator. Extrajudicial blocking is being introduced for phishing sites and resources with malicious software.

The ministry stressed that the proposed initiatives form a multi-level protection system in the digital environment and take into account the balance of security and user rights.
