The creation of a "Unified Digital Profile of a Young Person" does not involve automatic data collection. This was announced by the Ministry of Digital Development on July 18, commenting on reports of allegedly forced formation of profiles of Russians under the age of 35. According to the ministry, the data will be entered voluntarily, and the profile itself can be deleted at any time.
The digital profile will be available on the "Gosuslugi" portal and is designed to simplify the receipt of electronic services. It can be filled out manually and used at the discretion of the user.
The service was presented by the Chairman of the State Duma Committee on Youth Policy, Artyom Metelev, and the Deputy Head of Rosmolodezh, Yuri Leskin. The profile is planned to collect information about the social, educational, and professional activities of a young person.
According to Leskin, data from other state systems, including student, athlete, or trainee profiles, may be included in the digital profile. This information will allow assessing both "hard" skills — for example, academic performance or level of education — and "soft" skills, including communication skills and involvement.
In addition, the possibility of analyzing the value orientations of citizens is being considered — for compliance with Presidential Decree No. 809 on traditional spiritual and moral values. The methodology for such an assessment has not yet been developed. The decree, signed in 2022, includes patriotism, service to the Fatherland, collectivism, and historical memory among the priority values.
The digital youth profile is being created from February 2025. Its launch in the personal accounts of "Gosuslugi" users is expected in the third quarter of this year. The authorities are also considering the possibility of connecting information from private organizations to the system.
