State Duma Deputy Anton Gorelkin explained in which cases the proposed amendments to the Criminal Code of the Russian Federation will provide for liability for the transfer of SIM cards and accounts. According to his statement, criminal prosecution threatens only those who use such schemes to commit crimes or for terrorist and extremist purposes.
Only those episodes of transferring accounts and SIM cards that led to the commission of crimes, or for the purposes of terrorist and extremist activities, will fall into the criminal sphere.
He also noted that game account rental services, such as Steam or PSN, do not fall under the new rules if their activities are legal. However, the deputy warned that resources selling access to other people's emails and "Gosuslugi" accounts will be under attack.
Citizens who use the services of such sites should also think about it.
The deputy also stated that the use of VPN for legitimate purposes will not be considered a crime, but it will become an aggravating circumstance in illegal activities.
Citizens will be able to freely use VPN for any legitimate purpose. But if someone wants to commit a crime with the help of such services, this will be considered an aggravating circumstance.
