The Zelenodolsk Plant named after A.M. Gorky handed over the patrol ship "Petropavlovsk-Kamchatsky" of Project 22100, code "Ocean", to the Border Guard Department, but a large number of defects were found in it. The border guards wanted to resolve all issues related to the shortcomings in a working manner, but the shipbuilders were in no hurry to eliminate the shortcomings.
In total, from 2020 to 2024, more than 70 acts have accumulated, which describe technical comments. Of these, the shipbuilders recognized less than half, and for the rest, they referred to the expiration of the warranty repair period.
By the decision of May 19, the Arbitration Court of the Kamchatka Territory supported the position of the border guards that the forced downtime of the ship, which amounted to a total of 1074 days, cannot be taken into account when calculating the warranty period, and the ship manufacturer must carry out repairs for the entire list of claims.
The patrol ship "Petropavlovsk-Kamchatsky" was laid down on June 15, 2015, launched in Zelenodolsk three years later, completed in Kronstadt by the fall of 2019, and delivered to the customer in a timely manner under the state defense order. However, the ship ultimately stood in the port for almost three years out of five.
The vessel, whose working life is designed for 40 years, cost the budget 8.66 billion rubles, and significant problems began to appear from the first month of its operation. Critically important components and assemblies broke down - main engines, shaft generators, steering gear, refrigeration units, radar station and other systems.
Zelenodolsk Plant named after A. M. Gorky is a large shipbuilding enterprise specializing in the construction of warships and vessels for various purposes. Among the ships already delivered are the "Tatarstan" of Project 11661 with "Caliber-NK" and Kh-35 "Uran" complexes, the Osa-MA air defense system and the Igla-M MANPADS, RBU-6000 installations and 533-mm TA.
