In Russia, from September 1, 2025, the procedure for medical examination of drivers for intoxication may change. The corresponding bill was developed by the Ministry of Health of the Russian Federation.
The department proposes a comprehensive check of the driver: a doctor's examination, a urine test for drugs, psychotropic substances, and the use of an breathalyzer. For victims of accidents and people with signs of poisoning, mandatory collection of biomaterials may be introduced.
If a person refuses the procedure or tries to fake the result, this is recognized as "refusal of medical examination". If the law is adopted, it will be valid until 2031.
Currently, for refusing to undergo examination, motorists face a fine of 45 thousand rubles and deprivation of rights for up to 2 years. If the offender was driving without a license or had previously been deprived of a driver's license, he faces a similar fine or administrative arrest.
