The Russian government has refused to support a bill proposed by State Duma deputies that would consider the use of artificial intelligence (AI) technologies in the commission of crimes as an aggravating circumstance.
According to the proposal, such actions should be considered as circumstances that increase punishment, when making changes to Article 63 of the Criminal Code of the Russian Federation.
The government has prepared a draft response to this bill, in which this measure is called premature. The document notes that the issue of regulating AI technologies and information and communication technologies in general requires a systematic approach, and the introduction of point changes may lead to legal uncertainty. Currently, the draft response is at the stage of approval in the relevant departments.
