Import substitution on "paper": Russia is almost entirely dependent on foreign machine tools

Domestic enterprises occupy only 2% of the machine tool and equipment market

In 2024, the share of foreign machine tools for production in Russia amounted to 98.3%. The data appeared in a report by the consulting company ATK+.

The situation is especially difficult for electronics manufacturers, whose assembly lines are almost entirely equipped with imported equipment. Independent analyst Alexey Boyko said that the use of Russian machines for the production of printed circuit boards remains rare.

According to a source from one of the machine-building companies, in 2024, 71% of imported machine tools came from China. Deliveries of German machine tools have almost stopped, Japanese deliveries have decreased tenfold, and South Korean deliveries initially increased in 2022, but then fell again in 2023 due to sanctions. They were replaced by products from Indian machine tool manufacturers, as well as supplies from other countries through Turkey, where local enterprises often act as assemblers for Russian customers.

Domestic manufacturers are not yet able to seriously compete with foreign companies due to insufficient government support. A representative of Rostec noted that in order to reach mass production, which would reduce the cost of production, stable orders from state-owned enterprises are needed.

Alexey Lapikov, managing partner of ATK+, emphasized that over the past three to five years, Russia has seen growth in the segments of CNC machines, laser and metalworking equipment. However, Olga Kvashenkina, CEO of the contract electronics development holding SND Global, recalled that Russian machine tools are often assembled from foreign components, which makes them more expensive.
