Deputy Chairman of the Central Bank, Alexei Guznov, told Izvestia that the Central Bank supports the expansion of the Unified Biometric System for identifying clients when applying for microloans online.
It is planned to require citizens to undergo biometric verification through "Gosuslugi" and the UBS when receiving microloans, which will become part of a bill to combat cyber fraud, which will be considered in the State Duma on March 18. This approach will improve the accuracy of identification and reduce the number of fraudulent transactions when fraudsters take out loans using other people's data.
Under the new model, it will be possible to purchase the necessary amount of biometric data once, instead of paying for each request to the system. At the same time, different implementation deadlines will be set for some MFIs: for companies issuing loans up to 500 thousand rubles, the deadline is scheduled for March 1, 2027.
It is assumed that the new scheme will also help reduce "gray" schemes in the microfinance segment, consolidate the market and expand the UBS database, which will improve tax control.
Unlike banks, where protection against fraud is achieved through compensation for stolen funds and bringing employees to justice, MFIs need preventive measures due to less developed IT systems.
Earlier, www1.ru reported that the State Duma will supplement the bill on combating fraud with new rules for working with biometrics.
