The Ministry of Transport of the Russian Federation has prepared a draft amendment to the Traffic Regulations, which equates users of electric scooters and other personal mobility devices (PMD) to drivers of vehicles.
After the changes are made to the traffic regulations, PMD users will be classified as drivers of vehicles, which will impose corresponding duties and responsibilities on them. At the same time, the project provides a clear distinction between PMDs, bicycles and mopeds.
It is proposed to prohibit the movement on PMDs of more than one person, regardless of the design of the device.
Additional traffic parameters have been defined to enhance the priority of pedestrians. For example, when approaching pedestrians, the speed of movement of devices should be limited to 10 km/h.
The movement of PMDs in places where pedestrians may suddenly appear (arches, corners of buildings) will be more strictly regulated, which will ensure safety for such road users. It is also forbidden to demand that a pedestrian let a PMD pass, including by giving a sound signal
On February 26, it was reported that the Ministry of Transport of the Russian Federation is also considering the possibility of introducing age restrictions on the use of PMDs, including electric scooters.
