The contract between the Ministry of Defense and Admiralty Shipyards for the construction of a series of two ice-class patrol ships of Project 23350 was signed in April 2016.

Nikolai Zubov is designed to protect Arctic water resources, tow and escort detained vessels to port, and support and escort supply vessels. In addition, it has the ability to engage coastal, sea and air targets.

The main crew is 49 people, the additional crew is 47 people. The armament of the patrol icebreaker includes an automatic 76.2-mm AK-176MA artillery mount. In addition, it is possible to place eight Kalibr-K cruise missiles and/or Uran anti-ship missiles in containers.
