Discounts for their prompt payment will be reduced

The Federation Council will discuss changes to the Code of Administrative Offenses. From January 1, 2025, fines for traffic violations will increase by 50%. It is also planned to reduce the discount for prompt payment of decrees from 50% to 25%.

At the same time, it is planned to adjust the norms of the Budget Code so that part of the proceeds from fines for traffic violations, which currently go to regional budgets, is redirected to the federal one. According to current legislation, all these funds remain in the budgets of the constituent entities of the Russian Federation.

During the meeting of the Senate Committee on Budget and Financial Markets, Alexey Lavrov, Deputy Minister of Finance, stressed that one of the clauses of the law on the federal budget for 2025–2027 provides for an increase in fines, a reduction in discounts and a redistribution of income.

If the amendments to the Code of Administrative Offenses and the Budget Code are approved, the government will be able to redirect additional funds from the federal budget to implement the new national project "Data Economy and Digital Transformation of Regions" and the state program "Information Society".

According to Kommersant, the chairman of the budget committee, Anatoly Artamonov, expressed sincere surprise that the funds received as a result of fines are being used to develop digital technologies. Recall that this money goes to road funds.

Alexey Lavrov claims that the proposed scheme, which involves increasing fines and transferring 25% of revenues to the federal budget, will ensure that income levels in regional budgets are maintained, provided that the number of traffic violations remains at the same level.

As a reminder, from January 1, 2025, in Russia, fines for certain traffic violations may be increased. In particular, it is proposed to increase the fine for not wearing a seat belt from 1,000 to 1,500 rubles. The penalty for drunk driving or transferring control to a third party will also increase — from 30,000 to 45,000 rubles.
