The Ministry of Digital Development is preparing a project to support small and medium-sized Russian software developers. According to the Kommersant newspaper, the document is already being worked out, and it includes obligations for government agencies.

 

According to the document, software developers with revenue from 1-2 billion to 4 billion rubles, whose solutions are included in the register of the Ministry of Industry and Trade, will be able to count on a sales market in the form of government agencies. They will be required to purchase domestic software on a mandatory basis.

However, potential buyers, such as Russian Railways or the Rostec state corporation, noted in an interview with "Kommersant" that not all solutions available on the market are mature. And not all of them meet the requirements for reliability, security, scope of work, performance, speed and volume of operations. Therefore, software for their own needs has to be either created by themselves or refined solutions on an existing base.

Some large developers are also critical of the abundance of domestic solutions. In particular, the management of Softline Group of Companies noted the need for regulation of the software market by the state. According to the CEO of Softline Group of Companies Vladimir Lavrov, there are a "huge number" of products, but in the pursuit of the number of software versions, the resources of the IT sphere are being wasted.
